Water, as we know is an essential element for plant growth quite the same as organic fertiliser. But for Hydrophobic soils, this indeed not a case as they tend to repel water rather than absorbing. So, that indeed causes water to run-off at the surface of soil & makes the roots of plants stressed. 

How did soil turn into Hydrophobic in nature?

The best way as stated before it to pour some water on soil surface & check out its soaking capability. But, the term Hydrophobic surfaced due to the decomposition (dehydration) of soil for longer periods that eventually leaves a waxy coating on the soil surface.

2. Potted plants

That acts as a very viable secondary solution. It can hydrate your potplant & all you have to do is to place the pot into a tub of water. As a catalyst, one can also add half-strength liquid fertiliser to the water as that will add nutrients back into the soil. 

Though this method has the capability to boost your soil nature but the wet agent as stated before 99% of the time will fix your problem.
